SaharaReporters obtained padded names added to the rundown of the as of late advanced Assistant Commissioners of Police to Deputy Commissioners of Police while the 17 avoided ACPs, who were last advanced in 2016 were sidelined for reasons unknown.

The Nigeria Police Force and the Police Service Commission advancement list has been cushioned with abnormal names who didn't take the obligatory Promotion Examination nor experience any appraisal utilizing the Annual Performance Evaluation Report (APER), while 17 qualified senior officials were barred.

SaharaReporters acquired cushioned names added to the rundown of the as of late advanced Assistant Commissioners of Police to Deputy Commissioners of Police while the 17 prohibited ACPs, who were last advanced in 2016 were sidelined for reasons unknown.

The Police Inspector-General (IGP), Mohammed Adamu Twitter/toluogunlesi

It was accumulated that the advancement records were delivered on December 18, 2020, with 47 serving ACPs who should have been elevated to the position of DCP, having effectively gone through the compulsory APERs.

SaharaReporters discovered that the 47 were penciled down for advancements by the PSC, just for the commission to pivot and declare 29 of them as new DCPs, leaving out 17 others.

As per an insider source, to compensate for the space, the commission carried in eight officials, who are among other cushioning done to other advancement records by the police.

He stated, "The criminal pirating of the names of the eight officials into the rundown of as of late elevated ACPs to DCPs just braces the early stage idiocy of the Chairman of the PSC.

"Irregularities trail the police advancement and the rundowns are profoundly affected by nepotism, partiality and other unethical behaviors, including execution of ethnic and strict plan.

"Aside from cushioning the rundown of those made Assistant Inspector Generals and Commissioners of Police, the cushioning was incredibly the situation in the advancement rundown of the 47 serving ACPs who should have been elevated to the position of DCP. To their most prominent stun and shock, when the rundown came out through the IGP, seven 'unfamiliar' names had been added to it.

"It should be clarified that the seven names carried into the rundown were not in the rundown of the first 47 officials scheduled for advancement."

The International Society for Civil Liberties and Rule of Law, a common society, affirmed the inconsistencies in the police advancement, while recognizing the names of the sidelined 17 officials.

The general public's Board Chairman, Emeka Umeagbalasi, Head of Democracy and Good Governance, Chinwe Umeche, Head of Civil Liberties and Rule of Law, Obianuju Igboeli, among others in a report expressed that the PSC's cases of adhering to 'rank' are a lie.

"Something else, how might it be truly clarified that a similar PSC had in its December 18, 2020 advancements raised CP Joseph Egbunike to Police DIG.

"Passing by PSC's 'status' claims, assuming genuine, CP Egbunike who was 'junior' to various serving CPs and all the serving AIGs, ought not have hopped from the position of 'CP' to the position of DIG.

"It was additionally found that the PSC's new advancements were not altogether founded on 'rank' as some were advanced outside the 'position' records and at the impulses and eccentricities of the PSC and NPF administrations. The 18 December, 2020 advancements were cushioned.

"The 17 ACPs who were closed out in spite of finishing their DCP advancement tests and being penciled down for advancement however dropped are: Eyitayo Olusegun, Abdul Yusuf, Ogbodo Ugbobueze, Nwokolo James, Ogbeun Ibiyinka, Ndukwe Felix, Olarenwaju Lennox, Ismaila Sa'adatu, Asmiya Irmya, Olabode Adeyeye, Udoette Cosmas, Gbiwen Francis, Afolabi Wilfred, Ehiede Ohiozoba, Oyakkhire, Eze Nnanna and Sani Abdul.

"Among the seven 'junior' ACPs who had their names carried into the rundown of those made new DCPs are: ACPs Mamman Giwa, Tahir Usman, Hassan K. Umar, Bangs K. Gombit, Echo E. Okpoziakpo, Cyriacus Enechukwu and Rosemary Collins."

From the authority police records located by SaharaReporters, Hassan K. Umar was elevated to ACP as of late as on May 30, 2018, preceding his odd height to DCP on December 18, 2020, while the rest were elevated to ACPs in different dates in 2017.

Then, the 17 officials that were closed out had their keep going advancements to ACP on independent dates in 2016.

"We request, hence, that the 17 officials being referred to (Eyitayo Omosayin and 16 others) ought to be caught for advancement," the common society noted.

The 'NPF Senior Staff List: ACP-IGP' of Wednesday, November 11, 2020, indicated that the individuals who were caught for advancement were not all given advancement purportedly because of the nepotism, pay off and defilement shaking the police base camp and the PSC.
